Usually, ships are used to transport freight. But sometimes the ships have to be transported as freight. In case of passage through the restricted for given vessel navigation area, additional measures to ensure the safety of the passage are being developed. This can be hull reinforcement, ensuring water tightness, supply of additional emergency and rescue equipment.

The Classification society must approve all towing or one-time passage plans. Preparation of a ship for an unregular voyage must be accomplished according to the approved plan and inspected by the insurance company and harbor master representatives.
