The presence of the ship design itself doesn't mean yet that the vessel can be built. As well as good equipment itself doesn't mean yet that it can be installed onboard the vessel. Most of the design documentation and ship equipment must be approved and/or certified by the Classification society or another competent authority.

This rather labor-intensive process tends to delay for a long time if you don't know when and what to do. Many shipowners have been faced with designer's or equipment supplier's attempts to put this duty on the client. It's hard to blame them, especially when obtaining such certificates or approvals has to be done in another country.
